Khaled Fahmy’s analysis of conscription and forced labor in Mehmet ‘Ali’s Egypt examines how institutions of the modern state developed in Egypt in the first half of the 19th century. This article also explains how some of the forms of modern state power–sovereign power, disciplinary power, and biopower–that Michel Foucault identified in his studies of the modern state began to take shape in Egypt.
