MANAGEMENT
ACME Machine Management Approach focuses on quality and on-time delivery. Key to our
management approach is the separation of our Quality Department from the Manufacturing
Department. The separation ensures that Quality is an independent agent and acts on the
behalf of the customer. Each contract is treated as a project with an assigned operations
manager responsible or the assembly, testing, and storage of the WIDGET PRO units.
The operations manager will manage only the WIDGET PRO manufacturing. He or she will not
be shared with any other project. This ensures full attention is being paid to the manufacturing
operations of the WIDGET PRO. Any issue or problem that may arise will have full immediate
attention to quickly resolve the problem, thus guaranteeing no delay in the manufacturing
schedule.
ACME Machine has a large transportation department with over 160 trucks of all sizes from
large 18-wheelers to small ½ ton trucks. The transportation manager will be responsible for the
on-time delivery of the WIDGET PRO to any pizza shop in the New England. Since our facilities
are located in central New England, the mileage will be fairly equal, and transportation cost kept
at a reasonable amount.
Our storage facility is 20,000 sq. ft. and is climate controlled to maintain constant temperature
so electronic parts DO NOT experience large temperature changes that could impact the
smooth operation of the WIDGET PRO. The WIDGET PRO will be in a benign storage
environment that is also under security control.
4.0
Schedule
ACME Machine has done a preliminary estimate to manufacture the WIDGET PRO based on
the information contained in the RFP. ACME Machine estimates it can produce 3.2 WIDGET
PROs/day. This will result in 400 units being manufactured and tested in 25 weeks (10 weeks
ahead of DesignAll’s manufacturing schedule of 35 weeks).
Process engineering will require six-weeks to develop assembly procedures, and the testing
department will also require six weeks to develop the Acceptance Test procedures, occurring at
the same time as process engineering. The manufacturing will begin 6 weeks after contract
award, and complete in 25 weeks.
5.0
Cost
ACME is pleased to submit a total cost for the manufacturing, testing and storage of 400
WIDGET PRO units at $321,530. There is no storage cost, as indicated earlier in the proposal,
ACME Machine has 20,000 sq. ft. of climate controlled storage space. The cost includes
process engineering and development of Acceptance Testing plan and procedures.
6.0
Risks
ACME Machine Services has been manufacturing for over 32 years in the New England area.
We consider this project a low risk project as long as DesignAll Inc. provides the total drawing
package with both internal and external drawings for the WIDGET PRO.
AMCE Machine will work with DesignAll to ensure all the drawings are provided and are
complete prior to the manufacturing effort beginning.
7.0
Quality Program
As stated in Section 3.0, our Quality Department is an independent department from the
Manufacturing Department. The separation ensures that Quality is an independent agent and is
influenced by the manufacturing department in resolving quality problems. Our Quality
Department is compliant with the ISO 9001:2015 Quality Standard.

CRISPEN INC. PROPOSAL
WIDGET PRO
Pizza Box Folder Unit

PROPOSAL
Crispen, Inc.
England, Mass
1.0
INTRODUCTION
Crispen Inc. is a state-of-the-art manufacturing facility located in Wesley, Massachusetts with
over $2 Million of sales. Crispen has a full manufacturing facility and a strong quality program.
2.0
Scope of the Project
Crispen, Inc. has over 10 years’ experience in manufacturing circuit cards, modules, and
systems. We have a large cadre of suppliers within New England that provide all parts
necessary to produce any type of system. We have a large metal fitting facility to produce any
metal casing necessary to contain the internal components of a system. Our assembly line
contains state-of-the-art equipment and tooling, and we have been awarded several
Manufacturer of the Year Awards for the New England Area.
We understand the scope of the WIDGET PRO. The specifications are clear and concise and
easily doable. We also have a good understanding of the operational requirements of the
WIDGET PRO, and see no problem in producing this item. With the prototype unit we will be
able to solidify the manufacturing requirements to produce a complete, reliable WIDGET PRO
3.0
Management Approach
Crispen, Inc. is a Matrix Organization. We treat all our contracts as a project, with a project
manager assigned to each project. Due to the size of the company, with limited resources, we
share resources among the different projects. We have a strong on-time delivery record, to
prove our resource sharing approach is successful and no project lacks for the right resources
at the time needed.
Our project managers are all Project Management Professionals (PMP) Certified through the
recognized international Project Management Institute. Each project manager has over 10 years
of project management experience in the manufacturing industry. We have a Project
Management Office that is responsible for the assignment and continuous training of each
project manager, as well as the creation/modification of company policy and manufacturing
procedures.
Our company is horizontally structured resulting in rapid communication, quick recovery actions,
and minimal administrative overhead.
4.0
Schedule
Crispen Inc. is not a large company. Our issue is that we have no test facility to perform final
acceptance testing, and have to send out the units to a local test house. This adds an extra halfday to the production time. As a result, Crispen can produce 1 unit/day. That equates to 175
units in 35 weeks.
However, Crispen is ready to add two additional shifts to production which will result in 400 units
being produced in 27 Weeks vice the 35 Weeks (8 weeks ahead of schedule)
5.0
Cost
Total hours to produce 400 units in 80 weeks is 3,200 Hrs. This results in total cost of
$384,480. However, if Crispen increases to two shifts, and provides DesignAll with labor rates
discounted by 30%, the total cost to produce 400 units in 27 weeks is $887,261.
In paragraph 6.0, Risk, Crispen, Inc. discusses an alternative approach that will allow 2.5
WIDGET PRO units to be produced per day, or 400 units in 32 Weeks! The total estimated cost
would be $156,450 + $384,480 = $540,930. The $156,450 cost is described in Section 6.0,
Risk.
6.0
Risks
The fact that Crispen, Inc. does not have a test facility drastically reduces the amount of
WIDGET PRO units being produced in 35 weeks. However, we have contacted the test facility,
and they have agreed to move the required test equipment to our facility, and include 1 test
engineer to perform the acceptance testing. This would have a total cost, to include the
movement of the equipment, rental of the equipment, and the labor of 1 test engineer for 35
weeks at $156,450.
The other risk to consider is delay in part delivery from our suppliers. The probability of this risk
occurring is minimal, at best. We have solid qualified suppliers who deliver on-time with a 99%
accuracy rating. Late delivery, or inaccurate deliveries is a very low risk.
7.0
Quality Program
Our Quality Program is second to none. We are an ISO 9000 and 9001:2015 certified. Our
quality department strives to achieve Six Sigma in all production lines.

PROPOSAL
Franklin Mfg.
Portland, Maine
1.0
INTRODUCTION
Franklin Mfg. is pleased to provide you with our proposal as to how we will manufacture 400
units of the WIDGET PRO Pizza Box Folding Machine (a.k.a WIDGET PRO). We were pleased to
hear from you a few weeks ago about the possibility of manufacturing the WIDGET PRO. As was
discussed over the phone in detail, we have the facility, equipment, and personnel to make it
happen to your satisfaction. As was stated on the phone, we believe we are the only
manufacturing company that can achieve your requirements in the time frame you indicated, in
New England.
2.0
Scope of the Project
As we discussed over the phone, Franklin Mfg. will produce 400 units of the WIDGET PRO based
on the drawings, assembly instructions, and testing procedures provided by DesignAll, Inc.
Franklin Mfg. understands the reservations DesignAll has to produce the documentation. If
DesignAll wishes Franklin Mfg. to develop the production and testing documentation, the
additional cost can be discussed and negotiated at contract award. We are the largest
manufacturing facility in Maine and have a 90,000 sq. ft. manufacturing facility in Portland,
Maine with a test facility located in nearby Falmouth, Maine.
3.0
Management Approach
Franklin Mfg. has an administrative office where the owner, sales staff, engineering staff, and
administrative assistance are located. We have been manufacturing products for the past 10
years, and know how to manage the work so all deliveries are on-time and accurate. Franklin
Mfg. will send a list of the products manufactured, as well as the name and address of the
companies that have done business with us, upon request.
4.0
Schedule
Franklin Mfg. sees no problem is manufacturing 400 units of WIDGET PRO in 35 weeks. That
equates to 11 systems per week or 2.2 WIDGET PROs per day. We have the space, the
equipment, and the workforce to make this happen. Franklin will rent space to store the
WIDGET PRO until ready for sales.
5.0
Cost
As Franklin Mfg. stated during our phone discussion that our low labor rates will result in an
estimated total cost to produce and test 400 WIDGET PRO at $291,000. Storage of the 400
WIDGET PROs will cost $1,200/month x 4 months = $4,800. Total estimated cost for the entire
effort is $295,800. DesignAll appeared to be pleased with preliminary overall estimated cost
quoted by us. We look forward to working with your company on this project.
6.0
Risks
There is no risk to the production and testing of the WIDGET PRO. The assembly procedures,
product drawings, and testing procedures are being developed by DesignAll, and will all be
100% accurate. If not, the manufacturing and testing will need to halted until the errors are
corrected by DesignAll.
There is a risk that DesignAll will be unable to sell 400 units in 4 months. As a result, the storage
cost will need to be increased by $1,200 per month until all units are sold.
7.0
Quality Program
Franklin Mfg. pointed out during our productive teleconference that we have quality engineers
on the assembly line inspecting assembled products, and quality engineers witnessing the
Acceptance Testing, so all tests will pass.
DesignAll, Inc will be very satisfied with Franklin Mfg.’s effort. Looking forward to hearing from
you as to when we will start negotiations.
