A community’s comprehensive plan provides an overall strategic vision for land use and development. The principles and policies included in a comprehensive plan should reflect the priorities of the community and be equitable, implementable, and promote sustainability. Detailed plans include elements related to population demographics, economic development, natural and cultural resources, community infrastructure such as transportation, emergency services and facilities, housing and land use, these plans can play a significant role in determining the future of a community’s built, social and natural environment. In this way, comprehensive plans may affect the health of populations who live in the communities governed by the project. For example, detailed plans can support or undermine opportunities for healthy living by prioritizing opportunities for exercise, healthy eating, and the development of businesses that support a healthier lifestyle (Horney et al, 2020).

Abundant evidence of social injustice, especially environmental injustice, in the distribution of ecological infrastructures has been proposed regardless of the measurement device. Numerous studies illustrate that low-income groups have less access to green spaces and recreational programs than do most people, particularly the affluent. Many studies of the socio-economic influences on green spaces have discussed the different accessibility levels of urban green areas to various populations. Some studies have argued that low-income communities in urban cores or poor suburbs suffer from a ‘‘park-poverty’’ issue. In contrast, others have noted census reports indicating that low-income populations have ample recreation facilities and unequal access to urban green spaces. The primary goals of urban planners are to promote accessibility and eliminate social-spatial inequities of access. Planners are responsible for achieving goals by fostering urban public service allocation during the planning process. However, goodwill policies such as ‘‘opening up gated residential communities’’ sometimes fall short of expectations or even produce adverse results, given the insufficient knowledge of socio-spatial differentiation. The analysis will enable an assessment of the status quo of urban green space accessibility and provide a possible path for evaluating the validity of current open-community policies (Wu et al, 2018).
