Two solid relationships between the effect and the event of the Santa Monica Freeway are when the freeway was
implemented and when it was reimplemented. The objective was to improve traffic flow, lower gasoline consumption
and lessen air pollution, which it ultimately did (Rodgers,p.431). However, the roll-out of it was not viewed in a positive
light. Due to the subjective perceptions of the LA public and seeing one lane move people at a much faster rate while
“everyone else” sits in bumper to bumper traffic rubbed motorist the wrong way, so much so that some threw nails in the
Diamond Lane (Rodgers, p.431). Not only did the public not like the special lane, there were several lawsuits against it
supported by the courts. Due to continued environmental issues and steady growth of vehicles on the road the solution
came back around to the Diamond Lane. A couple years earlier it was proven successful with the Shirley Highway in
Washington, D.C. because of adding a high-occupancy-vehicle lane to existing lanes. California took notes and made
adjustments, even with CHP, who beforehand was giving out tickets to 3 or less motorist in a vehicle who was using the
Diamond Lane and changed to allowing all drivers in the Diamond lane (Rodgers, p.431). The solid relationship
between the motorist and the innovation implementation was a failure, however, the second time around they were able
to look at their mistakes and due to environmental factors make the relationship a success.

One solid relationship between the Santa Monica Freeway Diamond experiment was the way it was pushed (Rogers,
2003, p.431). Citizens were forced to drive in only three lanes compared to the four they previously had access to when
driving alone. For commuters who frequently traveled together or with more passengers this experiment was great as it
helped cut down the time it took to travel. For the commuters who traveled alone to work or for leisure, this was an
inconvenience to them as they were now restricted from using the Diamond lane. The event was the experiment itself
and the effect of this relationship was the way it was diffused so it effected citizens differently depending on their
commutes. According to Rogers, the people reacted so negatively to this new lane they were even willing to throw nails
onto the freeway and even attempted to paint over the diamond marker (p. 431). This shows that although the experiment
had great intentions it was deemed negatively by the people who felt it was just an inconvenience. Another relationship
would be how different the Diamond experiment was compared to the Shirley Highway. With adding an extra lane
instead of taking an existing lane away, commuters would be more inclined to welcome the new innovation. According
to Rogers, the Diamond experiment had a performance gap due to their initial expectations and overall outcome of the
Freeway experiment (p. 422).
