Response to Intervention (RTI) is mandatory, but not all schools have adopted School-Wide Positive Behavior Support (SWPBS). Since RTI and SWPBS are both examples of Multi-Tiered Systems of Support (MTSS), should they be mandatory in all schools? Defend your answers with research.
