After reviewing the Reilly and Markenson’s (2010) chapter, Developing the
Hospital Emergency Management Plan, and reviewing Blanchard’s (2007)
Emergency Management Competencies, Ennis’s EMP model seemed
incomplete to me. The model focuses heavily on HazMat procedures rather
than all-hazards. The language is vague, and the document unorganized. It also
suggests practicing using ICS, which is great, but as a hospital EMP model, it
should also discuss HICS. The areas where the model goes into detail- for
example selecting PPE and decontaminating patients- are topics and scenarios
that should be included in the annexes, not the main document. While it states
that this emergency response plan was intended for hospitals involved in a
community response to a hazardous substance incident, my above
observations apply and hospital-specific incidents should be in the annexes.
The main elements of this plan could benefit from more detail. The section
regarding employee training details the expectations of the varying levels of
HazMat training for different personnel well.

An Emergency Management Plan is meant to be a living, evolving, easy-accessible
document to guide a healthcare system’s disaster emergency management. The EMP
should comply with requirements from accrediting and governmental organizations.
An EMP is meant to be based on a solid HVA, HICS concepts, and inclusive of input
from all the vital healthcare systems stakeholders. Stakeholders should include but not
limited to the healthcare system’s emergency management, financial, medical,
security, environmental services, and supply distribution leaders.
The EMP should also clearly delineate community-partner relationships with other
healthcare systems, the public health department, local offices of emergency
management, fire and police etc. And when necessary, the EMP may need hazardspecific annexes developed by competent subject matter experts.
These requirements aside, as anyone working in any large system, public or
private, knows, the emergency manager in charge needs to have considerable
political and social expertise. Networking, as this week’s reading by Blanchard
indicates, is a necessity. Having robust connections and contacts with all relevant
community partners and fellow professionals in emergency management is essential
to an emergency management leader in maintaining a living EMP. Being able to
negotiate the politics of emergency manager’s own organization and comprehending
bureaucracy of accrediting organizations to maintain the document’s compliance is a
whole other set of “competencies”.
Ennis’s EMP seems to be from an OSHA perspective, while it seems to be amazing
and thorough it does not seem to include HVA related to cyber/technology disasters
or other emergencies. All EMPS need to be fluid and comprehensive not too rigid or
limited.
