Planning healthcare and public health programs requires relevant information to be
used from community health assessment. An assessment of the community highlights the
current health state of the people and points out the major risks while enabling the creation of
an action plan to address those needs according to Burgoine et al. (2017) In a bid to plan and
deliver effective care to those in need, this assessment of Chugiak community in Alaska
presents a community health diagnosis and an analysis of the resources available for
improvement of the people’s health. Through this community health report, available
resources can be allocated to produce the maximum benefits in the community and reduce the
risk that the people face. Chugiak community faces the risk of obesity which can be
addressed through accessible food sources and better model of transportation.
Diagnosis and Rationale
Chugiak community windshield survey produced several interesting findings on
community health. One of the notable aspects was that the community had only one grocery
store for fresh food supply. Based on the analysis of the community windshield survey
results, the following diagnosis was created:
Risk of overweight and obesity among middle-aged residents in Chugiak related to lack of
availability of nutritious food sources and overdependence on private transportation means in
the community.
The windshield survey in Chugiak revealed that although the community is not a food
desert, there is only one grocery store which offers fresh produce. The scarcity of fresh food
from grocery stores as seen in this community has been associated with high risks of obesity
and overweight due to the lack of availability of healthy, nutritious food sources. Research by
Burgoine et al. (2017) confirms that people living in areas with few grocery stores are more
likely to become overweight and obese. This correlation is attributed to the lack of access to

nutritious food choices such as whole grain and vegetables and the increased consumption of
processed foods. Judging from the evidence, it is thus clear that Chugiak faces the risk of
increased people who are overweight or obese due to the fact that there is only one accessible
grocery store in the area.
In addition to the connection between overweight and access to nutritious foods, the
endangered population identified is middle-aged adults due to the risk of putting on weight
with age. The windshield survey showed that majority of the people are young and middle
aged, mostly below 65 years of age. According to Luo et al. (2018), the risk of obesity is
higher among middle aged and older adults when other factors are held constant due to
weight gain that comes with age. Basically, due to the population demographics of the people
of Chugiak, it is expected that the middle-aged population is at a higher risk since there are
few elderly people. Therefore, this population which is also the majority in the community is
the at-risk population for this diagnosis.
Lastly, in addition to nutrition concerns owing to fresh food supply at Chugiak, the
mode of transport also affects the risk of obesity. The windshield survey showed that there is
no reliable public transportation in Chugiak and hence people depend on private cars to
commute and move around. The overdependence on private transportation increases the risk
of overweight and obesity and hence exacerbates the risk posed by the primary concern of
availability of nutritious food. Studies conducted in UK and Australia report correlation
between public transportation and self-reported BMI. Research by Flint and Cummins (2016)
showed that active commuting has been positively correlated with healthy BMI. These
studies show that public transportation is a predictor of a healthier lifestyle as compared to
private vehicle transport systems. In Chugiak, there is no established public transportation
and hence in addition to poor nutrition, this exacerbates the risk of obesity and overweight.

Community Strengths and Resources
Chugiak has several strengths and resources which are useful in preventing obesity.
The first significant resource is the availability of several parks where the locals can engage
in physical activity to reduce the risk of overweight and obesity. The community has five
notable parks and fields for recreational purposes. For instance, Mirror/Edmond Lakes Park is
open to the public every day and other parks include Peter Creeks Park and Marianna
Koehler Memorial Park. The availability of several open spaces for recreation creates an
opportunity for the people to engage in healthy lifestyle by participating in physical activity
in these areas. Physical activity for the community can help the people in maintaining a
healthy weight and keeping fit.
Secondly, Glenn Highway has a cycling path which is suitable for cycling and
maintaining a healthy lifestyle. The community is served by the Old Glenn Highway as well
as the newer and wider highway. These highways provide cycling paths ranging several miles
in the community. Cycling, just like physical activity in the parks, can help the people
maintain physical activity and fitness while reducing the risk of gaining unhealthy weight.
Basically, Chugiak has the physical infrastucture for engaging in physical exercise and
recreational activity to keep the people fit and healthy. The physical facilities should help the
community in enhancing their health through a preventive approach against overweight and
obesity.
Community Needs and Potential Resources
In addition to the identified resources already available at Chugiak for addressing the
health concern, several community needs and potential resources can be identified. The
primary community need for Chugiak related to the problem of nutrition is the availability of
reliable supply of nutritious fresh foods to the residents. Given that there is only one grocery
store, it is evident that the people do not get reliable and enough supply of fresh foods that are

nutritious for their maintenance of a healthy lifestyle. Therefore, the current need is for the
people to access enough fresh and nutritious food for health maintenance. This need can be
addressed locally through business and farming solutions.
One potential resource for the people is the availability of large tracts of land that can
be used for farming. From the windshield survey most of the people have settled along the
highway and up to 70% of land in Chugiak is vacant and unutilized. This vast tract of land
presents a potential resource in boosting the fresh supply of food for the people of the
community. With the availability of land, the people can farm vegetables and other farm
produce which add to the nutritional value of their food. Since this community is a rural
community and there is available land for farming, it can reduce the risk of obesity and
overweight by locally producing farm foods that can be consumed in the society for better
health.
In addition to the availability of land for farming, there is also the business potential
for expanding grocery foods supplies among the people. Three Bears Alaska grocery store is
located next to Shell gas station in the shopping center at Chugiak. The location of this
service is not accessible to everyone in the community and hence people have to travel some
distance to access groceries. With the availability of two highways, there is the potential of
using a mobile grocery store unit to supply the people along the two highways. The location
of the only store in the community is peripheral and hence reduces access to grocery foods.
Therefore, availability of road transport is a potential resource that can be used to address the
risk of overweight due to poor nutrition.
Culture, Disease Prevention, and Health Promotion
Culture and cultural beliefs and practices affect disease prevention and health
promotion. The assigned culture group for this community health assessment is Cambodian
culture. The cultural practices and beliefs of the Cambodian community are contrasted from

conventional healthcare in the U.S through the preference for traditional and alternative
medicine as well as the social support and cultural traditions. While studying the Cambodian
and Latino communities in urban areas, D’Anna et al. (2018) reported that Cambodians
highly valued social support as part of cultural tradition when a person is facing a health
problem. Therefore, the social support model for Cambodians which is part of their culture
enhances a community approach to disease prevention and community health promotion.
Secondly, the Cambodian culture is deeply entrenched in traditional medicine and
culture which promotes the use alternative medicine and treatment to maintain health. Many
Cambodians in the United States maintain their connection to traditional Southeast Asian
culture which includes the use of traditional medicine. Ros, Lê, McPake, and Fustukian
(2018) observe that the extensive use of the medicine has led to the commercialization of
traditional medicine in contemporary society in Cambodia. Basically, the high adoption rates
of traditional medicine means that Cambodians are likely to use alternative approaches to
healthcare to prevent and treat ailments and diseases. The two cultural factors identified here
highlight how the cultural practices and traditions of the people are likely to enhance
preventive care and community promotion of health activities.
Conclusion
Community health assessment aids in analysing risks and community health needs in
preparation for health promotion interventions in the community. This assessment has
focused on Chugiak community in Alaska whose risk of overweight and obesity has been
attributed to lack of availability of fresh nutritious foods and public transportation means.
These risks are linked to high rates of overweight and obesity and can be addressed using
available and potential resources in the community. The community has accessible
recreational parks as well as cycling paths along the two highways serving the communities.
In addition, transportation provides the opportunity for a mobile grocery store while the

unoccupied lands provide potential for local food production. Therefore, Chugiak community
can utilize these resources to enhance their health and reduce risk of obesity.
