The National Labor Relations Act, NLRA, is a union that protects workers from labor related misconduct in the workplace. In the above case, Phil intentionally makes life difficult for Jack, a legal employee of the company with the aim of making his life difficult. Phils intention is to drive Jack to quit so that Phils friend can get Jacks job. One of the main reason workers join unions is to gain protection against unfair and unjust discipline that employers hand out.
