In April 2017, as nationalist and populist sentiment surged around the world, two well-known commentators of international affairs, gathered in Toronto to debate a question of increasing relevance to the globally-minded public. The two sparred over the following question: Is the liberal international order that has in large part guided the international system since the end of World War II, in effect, dead? Ferguson argued that it was indeed essentially over but Zakaria suggested that while it was challenged, calls of its demise were premature and the liberal order would survive.

Your job here is to side with one of the two perspectives. In a four-page, double-spaced paper, argue whether the liberal international dead is dead or not. Why do you believe the perspective you chose? If it is not over, is its “health” improving or declining?

To answer the question, you should draw from ideas presented in the video of the debate and at least three sources from at least two different days of the course readings. You may use footnotes, endnotes, or parenthetical references for your citations. For the sake of simplicity, references from the debate can be provided as parentheticals as (Zakaria, Munk Debate) and references from any of the course readings can just list the author and page number cited, i.e. (Ikenberry, 2).

You are not required to use any outside sources, but you can if you believe you have material on other developments that may be helpful (e.g., a source from an embedded link in a reading or a story on a very recent development such as the NATO summit). If you use outside sources, you still must meet the source requirements outlined in the previous paragraph. Please list any outside sources in a Works Cited page (not needed if you only use class sources) and follow the footnote, endnote, or parenthetical approach described above.

When preparing your essay, please provide a clear argument rather than a summary. In your paper, make sure you have a clear thesis statement supported by evidence. Be specific in your examples. You should use quotations, but do not use block quotations for a paper of this length.

Use 12-point Times New Roman font, double-spacing, and one-inch margins. Please include page numbers and be sure to proofread your paper before turning it in.

Papers are due as an uploaded file though the course Canvas “Paper One” Assignment page at 11:59 pm on Friday, July 17.

They will be run through the online Turnitin plagiarism checker to prevent cheating. Late papers will be penalized a 1/3 of a letter grade for each calendar day they are late (a paper turned in at 12:05 am on Saturday is one day late, as is a paper submitted at 11:55 pm on Saturday).
