FOOTBALL DEVELOPMENT IN QATAR

Abstract
Several countries are experiencing a shortage of young skilled players due to
lack of effective talent management programs. Most of the professional players lose
their agility, as they have grown old or lack the opportunity to advance their sports
interests. Nurturing of talent is widely recognized as the best way for governments to
maintain their standards of football (Eirale, Farooq, Smiley & Chalabi 2013). Although
these problems continue to prevail, Qatar has solved them by investing in recruiting,
training, and coaching of talented footballers from a young age. This study examines
the reports of the findings of a thorough study of the factors that have led to the success
of the Qatar national football team. The research was conducted through document
analysis and interviews on top sports officials. The results showed that there was less
attention to grassroots football by the government. This was the major contributor to
the low levels of footballing in Qatar. Additionally, there was the lack of adequate
exposure for Qatari footballers in professional football. The research recommends for
the government and sports stakeholders to shift more attention to the young talents and
create football academies to improve football levels and awareness of football.
Research Purpose
The study seeks to examine the role of Aspire and Aspectar in the development
of football in Qatar in seeking to understand the pillars of football development. In this
aspect, the research also evaluates the popularity of football in the nation. Finally, the
research seeks to evaluate the relevance of Qatar stars league and the performance of
the national patent team. In accomplishing the research objectives, the key questions to
be asked were, the factors leading to the success of the national football team, how
Qatar is engaging with elite sport/football development agenda, what are the pillars of
football development in the country and the strategies are being implemented for the
development of elite football in the country. The possible hypothesis generated from

the study included the hypothesis that sports medicine and talent management do not
affect the levels of football in the nation.
Method
The case study qualitative method was applied to collect information about the
research question. I used the triangulation method to collect data because it enables the
use of multiple methods (Cochran, 2007). The other methods utilized in this study
include descriptive survey through document analysis. The Aspire, Aspectar, and QSL
websites and newsletters provided a basis for understanding the history of these
institutions.
Interview Procedure
There were several interviews conducted. The respondents included top sports
ministry officials. The questions were posted on the levels of football in Qatar and the
measures that can be taken by the government to improve the current status. Other
questions included their strategic plans for success and plans for football in Qatar.
What strategy that helped to win the Asian Cup? -We started the preparation
for the event with Coach Felix for one year and more. In addition to playing many
friendly games and we see the videos of the teams we can face in the Asian Cup, the
coach helped us prepare the championship, we entered the tournament and we have
nothing in our mind except football but praise God after the reconciliation of God, we
know all the distinctive in the championship.
Most of the players from the Aspire Academy do you think Aspire has the
biggest role in achieving this achievement? Aspire certainly they have a great role,
as well as Qatar football association, which has a big role also, Moreover the clubs
where the players were founded from the day they are young. I think the whole system
deserves to be present in this achievement.

Do football players have full time in Qatar? Yes, we have full-time,
especially national team players have a full-time cast for sports even if he has a job they
unloaded played for the sport I’m talking here about the national team players.
Do you think that Qatar football Association supports some clubs at the
expense of other clubs? No quite the opposite, this is now managed in the sport street
that there are some clubs support more than the other clubs, but I will talk about my
club (Al Sadd Club) We all sons of the club from Al Sadd Club what they did not bring
us from other clubs in added to that the selection of professionals will be a good choice
means what the club needs in the year to provide professional, and the player stays in
the club three years maximum. Add to that the right choice for the players and
academia, which contribute to the development of the young Qatari player and his team
which he will participate within the future the first team, so all clubs have the same
Right Support All clubs take the same Support from the Qatar Football Federation.
So why there is a difference in the level of clubs or a decline in the level of
some big clubs such as AL Arabi or AL Rayyan clubs? -I Thought that Al-Arabi and
Al-Rayyan there were things going on between them inside the club itself. If everyone
thinks about the interests of the club, I think this will benefit them in the future. Also, I
think that Al-Rayyan Club does not have enough young players because the club
abandoned most of the young players around 15 players all of them were playing with
me in my generation, but they joined other clubs such as Al-Silia and Al-Khor. The
club did not take care of them if they cared about them? I think they could have been a
very strong club with the young players. Two years ago, they took the league they can
keep their level if they keep the players and feed the team with young players who can
continue More in the club and gain the competition.

What thing should the federation do to develop football in Qatar as a
country that will host the world cup 2022? More interest about the Qatari player more
especially at the level of the future of the player, for example I am a father and player
of the national team if I have to chooses for my son in the future to be a football player
or to complete his studies or enter the nomination I will choose the nomination because
in the end, it is a guaranteed, either for the Qatari football player I hope that there will
be something guaranteed to the Qatari player if he has an excellent talent to benefit the
player at the level of sports. The contracts of players in other countries are very high,
so they prefer this field because it is a secure future for them and their children and
grandchildren. On the contrary, In Qatar, they have to pay more attention to the Qatari
player.
Data collection and analysis
The team at Aspire Academy has developed football in Qatar by nurturing players
from a tender age. Through its Skills and Development Centres, it identifies boys
between the ages of 6 and 11 who have displayed an interest in football and offer them
professional training programs. Therefore, there is never a shortage of experienced and
skilled footballers to replace retiring ones (Brocherie, Girard, Forchino, Al Haddad,
Dos Santos, & Millet, 2014). Aspectar is an orthopedic and sports medicine hospital
located in Doha. The facility’ team has participated in the process by offering medical
services to injured players. They offer them comprehensive sports medicine care to
facilitate quick recovery and resumption to football training (Eirale et al., 2013). The
establishment of the Qatar Stars League (QSL) has led to the development of
professional football in the country. It produces almost 100% of footballers who play
for the National Team. The management of the association has enlisted the services of
elite footballers from around the globe to improve the footballing qualities of locals in

the region (Brocherie et al., 2014). According to Hoffmann, Ging, & Ramasamy (2018),
The popularity of football in terms of spectating raises financial and status incentives
for players. Countries that offer satisfactory financial rewards to players can enlarge
the pool of their potential.
Strategy adapted for the thematic analysis
The analysis has been based primarily on the linear regression analysis of the athens
Olympic games in Athens. It illustrates the different methods used by countries like
Iceland for elite sports participation in the Athens games. The Olympic games are
usually a global event that contains a portfolio of different games that are popular and
played in a majority of the nations. Moreover, it is believed that through sporting events
and general performance is seen as the ultimate performance in many sports. However,
some nations prefer to invest in intercontinental football as it is more based on
geographical location. Hence, nations take more pride in lifting or participating in
continental competitions (Brannagan & Giulianotti, 2018). The above aspects were not
included the basis of the research analysis. Based on the analysis, it was evident that
some nations invest more finances and concentration on certain sporting events and
competition more than others. This element was seen to be a positive aspect in
encouraging the improvement of football levels as it helps in market analysis and
measurement of success. When considering efficiency, elite sport policies for the
analysis of football levels and a comparison of the preceding analysis we get a broader
understanding and interpretation of the success of other nations like Iceland in
supporting elite sporting activities and events. However, there was a close relation to
the success with the general improvement in football levels. Generally, it was
discovered that exposure to international events and competitions help in improvement
in footballing abilities techniques and skills.

Results
There was less effort by the government in focusing their attention on grassroots
football. Hence, the country should pay more attention to grassroots to grow and
develop talent across the board. It has been witnessed that there has been a high growth
of the number of football players between the ages of 7 and 12 following the decision
to increase activity at the grassroots level. The children were taught both theoretical as
well as practical applications of the sport to ensure that they grow up with the mind-set
of a player. It is imperative to note that Qatar is the wealthiest country in the world if
its GDP is used as a measuring stick (Brannagan & Giulianotti, 2018). The country’s
GDP now stands at $103900 per head and is, therefore, able to channel a lot of funds
into the football industry. However, it is becoming more and clearer that money without
talent will not result in the growth of the sector. The country paid 150million pounds in
2011 to sponsor the Barcelona shirt for five years. The sponsorship of FC Barcelona
was the first time such a move had been made, and some have argued that it is the most
prestigious advertisement platform in the world. On the other hand, Qatar Airways had
an agreement with Barcelona to sponsor the club for three years. In the deal, it was
agreed that Qatar Airways would be featured on the t-shirts of the players as well as on
the seats in the stadium. The company claims that it shared values of courage,
excellence, and ambition with the club.
Discussion
Football Development in Qatar
When Qatar won the 2022 FIFA World Cup hosting bid, the stakeholders in
football around the world could not believe it, and they have since been fixated on the
country’s ability to handle such an international event. For a nation the size of Qatar,
with its Asian roots, it is difficult to imagine that football would thrive in such a region.
However, Qatar has continued to surprise the world through its active engagement in
FOOTBALL DEVELOPMENT IN QATAR

sports and football in particular. Already, some suspicions are currently being raised in
regards to the lobbying methods that the country employs in business, politics, and
sport. Moreover, it is difficult to imagine how a state with such hostile temperatures
during summer can be allowed to host such a prestigious sporting event. The Gulf
countrys culture is also perceived to be a barrier; for instance, the strict prohibition of
consumption of alcohol. Nevertheless, it is imperative to note that the increasing
popularity of the small Arab country did not come about by coincidence. According to
Brannagan and Giulianotti (2018), Qatar’s prominence is the result of a strategic
approach by the nation, which used sport as a medium for public relations as well as
development. The strategy is a combination of four great pillars including diplomacy,
direct investment in the football industry, elite development, and hosting major events
in football. The subsequent elements when combined help in the interaction of Qatar
players with other players around the globe. Hence, inspiring and help the development
of best practices that encourage football levels development.
Financial Investment in Football
Investment in football is probably one of the most impactful and direct ways
that Qatar has been able to change the entire industry. According to () it is believed that
the country invests in sports at the same scale at which the country approaches
infrastructure, education, heritage, and other development agendas.
This means that it takes sports very seriously and will invest in the facilities, the
coaches as well as trips abroad for the players to get mentorship and guidance.
Concerning their fellow players in Europe, the Qatar players are provided with the best
opportunities any sportsman in the national team can dream of. Moreover, life outside
the pitch is also catered. They are provided with good payment. This enables them to
live and afford a good lifestyle equal to their counterparts in Europe. As such, the
FOOTBALL DEVELOPMENT IN QATAR
10
players travel internationally to ensure that they meet with other players from across
the world to learn techniques and get inspiration.
In the past couple of years, Qatar has engaged in a campaign of investment in
global sports through its sovereign fund known as the Qatar Sports Investment (QSI).
QSI was founded in the year 2005 as a shared initiative between the Ministry of Finance
and the Qatar Sports Federation. Reiche (2018) believes that the QSI has been the
driving force behind major franchises in sports such as Paris Saint-Germain FC,
procurement of the television rights for Al Jazeera Sport as well as the well-known
sportswear brand known as BURRDA. Notably, the London Olympic Village that was
built in 2012 was sold for an approximated 557 million pounds to a subsidiary of QIA
known as Qatari Diar. The goal of the investment was to help boost economic sectors;
for instance, retail, tourism, hospitality, and the property sectors as part of a grand
strategy to reduce the country’s dependency on gas and oil that have been the primary
economic drivers in the Gulf.
Hosting Major Football Events
The upcoming world cup is the greatest football event that Qatar can ever host. The
nation has never even participated in the World Cup although, as the host, it will do so
for the first time in 2022. However, the country has been the premier choice for many
other football events mainly in the Gulf and the broader Asian community. For instance,
the 2014 West Asian Cup which was held in Doha and which Qatar managed to win.
Besides, the Asian Football Confederation in 2011 had its finals held in Qatar in which
Japan managed to beat Australia 1-0. The fact that the country is about to host the
greatest football tournament in the world means that they have to develop stadiums and
general facilities of the country. This means that the players can practice in state of the
art facilities which goes a long way in ensuring that they stay motivated. As such, the
FOOTBALL DEVELOPMENT IN QATAR
11
standards that Qatar has set in the world of football are unmatched even in Europe. This
ensures that the players are up-to-standard and that the level of their game is unbeatable.
Aspire Football Academy
The country has paid particular attention to the football sector with the country
systematically identifying talent within the schools in the country. Reiche (2018) states
that the Aspire Academy has been instrumental in promoting male elite athletes and
more resources continue to be poured into the institution. (Brannagan & Giulianotti,
2018). The Aspire football dreams’ Program assesses about half a million thirteen-yearold children in sixteen countries in more than three continents with most of these being
from Africa and a few in Asia and Central and South America respectively. The quality
of the facilities in Aspire has attracted major clubs in the world such as Manchester
United, Everton, Bayern Munich and Liverpool and their academies. Young players
from these leading clubs often go to Doha for training in the warm weather as well as
for competitions in the junior league.
Integrate Young Migrant Players
The young talented footballers are chosen live Doha but play for Qatar. Their
costs of training, accommodation, and education are catered for until they become
adults. However, it would be faulty not to point out the policy of naturalization that the
county has embraced. For instance, two of the four Olympic medals won …
