Economic Analysis Whitepaper

Overview
Students will author a cost-benefit analysis that addresses Wisconsins Safer at Home policies. Emergency
Order 12, and subsequently Emergency Order 28, orders Wisconsinites to stay at home or in their place of
residence. It prohibits all non-essential activities and travel. There is currently a great deal of controversy
with respect to this order. There are medical experts and policymakers who argue that this is a public health
imperative that will save lives. At the same time, there is a growing contingent of citizens who argue that
the economic burden being imposed upon the broader public outweighs the benefits that would be realized
by those who would become infected with COVID-19 were normal activities to resume. In the absence of
perfect information about both the present state of the world, not to mention the future, this is a vitally
important and unresolved research question that would benefit from your insight.
The project deliverable will be a dispassionately written analytical paper that (1) explains the observed

the validity of the analysis, (3) identifies actions that could be undertaken to mitigate those confounders,
and (4) advocates for a particular course of action based upon the [expected] net benefit of the policies. The
paper should be written for an audience assumed to be neutral or uninformed.
Papers must clearly articulate both the facts and estimates attendant to the analysis. It should educate
the reader about the background information relevant to understanding the pandemic while contextualizing
the response, relative to both historical experience and other nations/states. The assignment will require
students to acquire data that explains the magnitude of the costs and benefits and to engage in rigorous empirical analysis. The final product should be decipherable by an audience with limited knowledge of statistical
inference, meaning that data visualizations and cross tabulations are preferred to coefficient tables.
Requirements
Students will work alone to produce their whitepaper that shall be no less than 1,250 words and not more
than 2,000 words in length, however any extraneous information that is included in the document will be
penalized so students are encouraged to be concise.
1. Writing should be formal (third person)
2. Proper attribution must be given (APA or other)
3. The paper must include a 200-400 word executive summary
4. The paper must include at least 3 graphs, tables or charts
Grading
This assignment will compose 5% of each students course grade. Grading will weigh each students ability
to convey their position clearly, persuasively, and to incorporate classroom topics. Students may submit
an outline for review by the course instructor no later than April 23 and a complete draft for peer review
no later than April 26. Only the final draft will count towards the assignment grade. A grading rubric is
