POLS 5020 Ethics in Public Administration
Dr. Exmeyer
A career in Public Management requires stamina, flexibility, compassion, technical skill,
adaptability, and dedication. Over the last few decades, a multitude of intervention programs,
acts, and laws have been designed and administered to address the need for diversity and equity
throughout public healthcare. The goal of the current proposal is to study and examine how
human resource management, physicians, administrator, and all other healthcare providers face
ethical behavior when assisting a patient who is a member of the LGBTQIA+ community, more
specifically Transgender individuals. I plan to research and analyze the challenges facing those
who identify as transgender in the modern world. While underlying conceptual values on the
need for proper training and care as well as documentation that do not exclude these individuals.
Forms are currently still displaying the option of Male or Female, insurance companies are not
open to covering gender altering surgical operations. I plan to examine various approaches to
bridge gaps and how this issue can be resolved as social equity comes into place for a variety of
perceptions of diversity. Diversity can be between gender, race, ethnic groups, sexual
orientation, religion, ability, as well as age. The research paper that will follow this proposal, if
granted acceptance, will answer the question of how to administer ethical protocol and diversity
as well as implement more comfort and safe zone within public healthcare for transgender
individuals. I have tilted the paper, Administering Ethical Considerations for Transgender
Health: Moral Challenges in Transgender Healthcare.
I plan to address within the research paper current information that has arisen and
initiated conflict in terms of direct patient care and indirect patient care of a transgender
individual. I plan to give a thorough and detailed exploration and analysis on transgender rights
in addition to a exploration of current issues they face in healthcare. Whether these issues come
from Their doctor, the receptionist, their insurance, any known health provider in contact with a
transgender person. Many of these recommendations will derive from studies that have taken
place at organizations to assist in promoting equity and diversity.
To thoroughly complete the research on this topic, I must gather all of the questions I
need to be answered as well as the search for ways to gain this information. Since the beginning
of developing my proposal I noticed that It would be best to use the internet, there are various
scholarly journals and peer-reviewed articles I have found that address transgender rights in
hospitals, article critiques that question the challenges of diversity within healthcare as well as
newspaper articles, the news on television, periodicals, and even social media blogs from trusted
sources, and the University of Louisiana at Monroe portal to access reliable and support research
information through the JSTOR. I have recently discovered a few articles one specifically being,
Medical Students Push For More LGBT Health Training To Address Disparities, by NPR. I truly
hope this topic is approved for I have wonderful ideas in store to create a well written and
detailed research paper on diversity in public management. I also plan to visit a local clinic Go
Care of West Monroe, LA to speak with their administration on the action they have take to
welcome the LGBTQIA+ community and find any changes they may have made to make
transgender individuals feel more comfortable.
A few challenges that I foresee that may impede the completion of this paper is the
abundance of information at hand. I will have to strategically decide what information is most
valuable and supporting to the question I proposed. Another challenge I foresee is that this may
be a broad topic due to the fact that disparities can be broken into many different small subjects
such as culture, gender, and race, for example. I do plan to work around this concern and list
small, yet compelling information on each area of diversity as well as how they can be
appreciated and valued within public management with several recommendations. Lastly, an
issue that I see that may occur is that the topic of transgender health disparities can get sticky and
passionate, nevertheless, I plan to formulate my writing so that it is unbiased and not opinionated
at all cost, considering I too fall into many of the diverse categories. The topic as a whole is very
controversial and is honestly that reason I chose to write about it. Equity, equality, and diversity
are terms that have such strong meanings and should be reflected across all bases of management
both public and private organizations. Ethical issues surround us everyday and it is time to make
these issues concerns and actively work on altering them.
Salient and applicable topic, Amber. Considering the increasing (and evolving) approach
towards inclusiveness and professionalism when serving clientele, or in this case medical
patients, of varying identification the topic carries great potential. With this in mind, I believe
there are viable approaches to move forward with.
The first approach which comes to mind centers on the policies, programs, and training protocols
developed by healthcare professionals to ensure all staff within medical facilities are aware of the
ethical considerations and guidelines for treating patients. Factoring for the overarching concept
of organizational ethics, I’m curious as to whether you could locate information (either in
business, medical, or policy journals) which chronicle the formulation, adoption, and application
of specific policies or programs (be they formally adopted independently or integrated through
cooperative arrangements with advocacy groups) to train medical professionals on ethical
approaches towards serving patients identifying as LGBTQIA+. More specifically, are there
various training programs or protocols which medical professionals have found to be more
effective in enhancing the communication and level of care and compassion, while
simultaneously respecting patients identifying as LGBTQIA+ through equitable professional
practice?
Consider looking into comparative analysis, either by comparing healthcare facilities or
particular programs to train healthcare professionals, and see if there are any relationships or
correlations which can be sifted out between the different cases.
Your research paper should be 15-20 pages in length. Your paper should include
the following sections: (1) An introduction that includes your research
topic/question and a road map to the paper; (2) a thorough review of the literature
which includes a description of your ethical problem, theories related to this
problem, frameworks for analyzing the problem, etc.; and (3) a conclusion that
summarizes your main findings, discusses the limitations of your research, and
posits future research questions. If you are concerned about the idea of developing
a theoretical framework, you may use one of the frameworks provided in the
textbooks. Consult the next page for ideas on how to develop a topic for the
research paper.
You should start by describing your basic ethical problem and then dig deeper into
it. An “A-level” paper should include a solid theoretical framework for the
analysis. Your literature review should be analytical, not summative. I do not want
you to engage in a sequential discussion of each separate article or book. Reviews
that follow the format “Author A said blah, blah, blah,” “Author B said this and
that,” “Author C said so and so,” are unacceptable presentations of the literature.
Your sources can be diverse, but I want to see a nice mix of materials. You must
use some academic, peer-reviewed journals for this paper. I strongly encourage the
use of the VPN available through ULM to access library resources, JSTOR, and
various publications through public administration journals (examples include:
Public Administration Review, Public Personnel Management, Journal of Public
Administration Research & Theory, Public Integrity, et al.). You may not cite
Wikipedia as a source.
Your paper should be double-spaced and in 12-point font. You must use
citations and all sources should be in APA format. If you do not know APA
format, now’s the time to learn it; there are links on the library’s Guides and
Tutorials website or you may consult the APA Publication Manual, Sixth
Edition. Papers must conform to the Assignment Format Guidelines provided
in the syllabus for this course.
As a reminder: Academic Integrity refers to (“cheating” or “plagiarism”) and is
strictly prohibited. Students found guilty will receive a failing grade in the course,
and possible dismissal from their academic program and University.
How to develop a topic for the Ethics Research Paper

Example: the implementation of affirmative action policies in the admissions
process
Example: Institutional policies and procedures for sexual assault and Title IX
3. Think about topics that interest you:
A. In the past, a student wrote about the ethical issues linking trends in indictments
and sentencing for public officials convicted of financial crimes.
B. Another student wrote about policies concerning whistleblower protections.
C. Another person wrote about kill vs. no-kill animal shelters.
4. Think about items in the news:
A. Immigration policy – should certain parameters and policies be implemented for
legal immigration?
B. Drug policy – should medical and/or recreational marijuana be illegal?
C. Euthanasia policy – should individuals have the right to assisted suicide?
D. Same-Sex Rights – should states adhere to federal policies concerning benefits
for same-sex public employees?
5. Think about ideas or topics from your other classes:
A. Ethical issues associated with sexual harassment, racial/cultural harassment in
the workplace
B. Ethical issues associated with fundraising (and the use of funds) by nonprofit
